Immerhin gibt es ja auch laut UNESCO Bedarf die Situation zu verbessern : „The highest female literacy rate, for instance is 34.7%, found in the capital, Kabul, while rate as low as 1.6% is found in two southern provinces of the country.“ Aber Herr Mahringer befasst sich in seinem Gutachten überhaupt nicht mit der Lage der Frauen in Afghanistan, folglich interessieren ihn die Analphabetismusraten unter Frauen auch nicht.
